Blue-winged Teal - Breeding male has a grayish blue head with a white facial crescent, a light brown body with a white patch near the rear and a black tail. The adult female and non breeding male are mottled brown, have pronounced white eye-arcs, and have a whitish area at base of bill. This white on the female continues to the neck. Both sexes have yellowish legs.Wilmington, North Carolina USA.

This does not appear to be a Blue-winged Teal. Teals are ducks and this is clearly a gull. Although I'm not sure what kind of gull, I can tell you it is a juvenile, but a Teal it is not. Maybe the description was for a different image?
